His career has bridged the worlds of academia, broadcasting, and public policy. He has given evidence to Parliaments and Commissions, as well as contributing to broadcasting industry conferences and training courses for senior media professionals and policymakers. These include the following, where he has provided advice and analysis of the key challenges facing broadcasting policy, performance, and evaluation in rapidly changing business, technological, and regulatory environments.
Asia Media Summits (Asia Broadcasting Union); Westminster Media Forum; Salford Nations and Regions Conference; Gaelic Broadcasting Seminar; Public Broadcasters International (Chief Executives of Public Broadcasters); European Broadcasting Union Digital Radio Conference; European Switchover Strategies Conference, Brussels; Radio Beijing Corporation; German Presidency of the European Union; Scottish Broadcasting Commission; BBC Trust Audience Council Scotland.
He served on the BBC Trust Audience Council, Scotland, and gave oral and written evidence to the Westminster House of Lords Communications Committee and to two committees of the Scottish Parliament. Presentations to the Westminster Media Forum took place over a number of years. He was an Invited expert at the EU Media Conference in Leipzig and then was invited to be an expert contributor to The EC Commissioned report on Study on Media Plurality and Diversity/Survey.
Further afield, he has designed and delivered training courses for Senior Staff from Radio Beijing Corporation and also Shanghai TV, and was a member of the Working Group which produced for the AIBD/ABU a set of editorial guidelines: ‘An Asia-Pacific Approach to Public Service Broadcasting.’
From 2004 to 2007, he worked as an assistant expert at the Ministry of Culture and Tourism during his career. Since 2007, he has been serving at RTÜK. He has held the position of Head of the Public Opinion, Broadcast Research, and Measurement Department. As of 2024, he has been appointed as Vice President of RTÜK
